Oh yes, you won't get any argument here, but I wasn't even addressing the
issue of when to take the lane or not.
I was merely trying to point out that even when motorists are patient and do
pass safely, they may be exposing themselves to a ticket.
I do not have a "one size fits all" solution to this problem, but I think
it is a part of the puzzle we should understand.
