I'm not sure if $300 or $500 is the target, but I'll start with an
example I built up a year or so ago.

Mid-80s Peugeot PH-8. It's an oddity that I couldn't find in any of
the online catalog scans, but the little paper sticker on the stay
said "PH-8". It had the standard European market fenders, lights
(internal wiring!), sidewall dynamo and rear rack, but 27x1-1/8" tires
on steel rims and those awful suicide brake levers. My guess is that
it was probably manufactured for AAFES, and sold to a soldier who
eventually brought it back to the States. $25 at Goodwill.

From my parts bin: The original front wheel from my Surly LHT,
imitation B&M headlight, a cheapie riveted triple crank and matching
FD, clamp on down tube shifters, some old MTB brake levers, a Weinman
750 front caliper and two 700c wheelchair tires (labeled 700x38 but
measure 700x41).

Purchased new: A machine built 700c wheel with freewheel hub (reused
the Peugeot's freewheel), $35 plus shipping. New chain, about $10.
Wald North Road bars, about $15. Foam grips, about $5. Total: $65,
plus whatever I spent on shipping. Say $15. So, $80.

Grand total: About $105. Pics here:
