This is a great idea - that all road users have responsibilities - and it's=
been put into a city code. Especially the part about there not already hav=
e to have an "accident" occurred before a motorist is cited.
I might look into a rule like this for my city. The sidewalks here are alre=
ady de facto bike paths for some city residents.
