That sounds like post WWII England.

They used club racers. Which were made to be easily modifiable.
Commuting during the week, add racks and bags to ride to the country for
club events on the week and take off the mudguards and racks for the
club TT race.

This was the template of the sport tourer (which shares the geometry of
the rando bike, btw)
